This is a program that launches into execution another program, just like Run command. The difference is that it can give parameters to that executable, can store that path to a favorites list, those parameters can be written as a text with several lines, and finally, it can edit .BAT files. Batch files are a sort of executables for MS-DOS, but not exactly executables. Think of them as macros in a MSWord document or MSExcel table. You can write them and execute them step-by-step to see if it really does what you've requested or not.
